Solicitation Description: The District of Columbia Water and Sewer Authority (DCWASA), requests the submittal of Qualifications Statements and Technical Proposals for the performance of professional engineering and related services under the proposed agreement. The selected engineering firm, project team of engineering firm, or joint venture, will perform work pertaining to the planning, design, and design management related to the water transmission and distribution system, including piping, pumping and storage. The services involve implementation of the recommendations in the 2009 Water Facilities Plan Update and continual evaluation and tracking of water distribution system requirements and priorities in support of the Capital Improvement Program (CIP) but not limited thereto.
Services may be renewable on an annual basis for a period of five (5) years and are anticipated to include management of the CIP for the water distribution system, assisting with EPA grant funding applications, infrastructure condition assessment, performing routine designs and managing the designs of other consultants, contract estimating project cost accounting and scheduling, engineering records documentation, provide assistance to other DCWASA departments, engineering standards development, hydraulic analysis, preparation of A/E and construction documents and tracking of industry trends, new technologies and practices. The agreement resulting from this request for qualifications statements and technical proposal submissions will be subject to a Fair Share Objective for Minority and Women Business Enterprise Participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the EPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistance Agreements, May 27, 2008.
