Solicitation Description: The District of Columbia Water and Sewer Authority (DC WASA) requests the submittal of Qualification Statements and Technical Proposals for the performance of professional architectural/engineering and related services for DC WASA infrastructure and facilities under the proposed Basic Ordering Agreement – Infrastructure IX with task orders assigned on an as needed basis. It is anticipated that the selected firm will provide engineering studies, concept designs, final designs, and services during bid and construction phases. Services are anticipated to include work in the civil, structural, architectural, mechanical process, HVAC, instrumentation, and electrical design disciplines, and support activities such as value engineering studies, preparation of standard specifications, surveys, subsurface investigations, environmental assessments and other associated work. Projects may be performed in the water distribution and sewer collection systems including pumping facilities throughout the District. Projects are likely to include but not limited to rehabilitation and replacement of sewers in the sanitary and combined sewer systems, upgrades to structures located in the sanitary and combined sewer systems, and upgrades to sewer pump stations. DC WASA may elect to award two agreements as a result of this procurement, in which case, one of the agreements will be assigned a different DCFA number.
The agreements resulting from this request for qualifications statements will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the EPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistance Agreements, May 27, 2008.
