Filtration And Disinfection Facilities Upgrade
Phase – 1 Filters, Advanced Wastewater Treatment Plant
at Blue Plains, Washington, D.C.
This project includes the following items:
w Removal of filter media and gravel.
w Demolition of underdrains and washwater troughs within the concrete filter boxes.
w Replacement of expansion joint sealant.
w Construction of new underdrain systems with air scour piping and placement of new filter media within the concrete boxes.
w Construction of new washwater troughs at a higher elevation than the existing troughs.
Proposals will be evaluated on competitive merit, including cost consideration. Only manufacturers of the filter media will be considered as a primary contractor for this project.
The project requires completion within 1460 consecutive calendar days.
This project is estimated to cost between $15,000,000 and $20,000,000.
Proposals will be available on Monday, August 04,2003, at the Department of Engineering and Technical Services, Attention Steven Hamburger, 5000 Overlook Avenue, SW, Fifth Floor, Washington, D.C. 20032. Sets of Proposal Documents can be procured for a non-refundable price of $50 each, payable to DC Water and Sewer Authority. Payment must be in the form of a money order, certified check or a company check. Documents can be shipped to Bidders providing a Federal Express account number.

This project may be funded in part by the U. S. Environmental Protection Agency (EPA) and is to be advertised in the open market. A Fair Share Objective for Minority and Women’s Business Enterprises participation in this work of 12% and 2%, respectively, has been established. The program requirements are fully defined in USEPA’s "Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements –6010, 1997 Edition".
The Davis-Bacon wage determinations shall apply.
This project is located at Blue Plains Advanced Wastewater Treatment Plant in Washington, D.C.
