The District of Columbia Water and Sewer Authority (DC Water) requests that interested firms submit their Statement of Qualifications (SOQ) for design-build services in connection with a project comprising a Tunnel Dewatering Pump Station (TDPS) and an Enhanced Clarification Facility (ECF), including related installations, structures and systems. This Project is part of DC Water’s Long Term Control Plan (LTCP) for control of Combined Sewer Overflow (CSO). The design and construction includes, but is not limited to, build-out of the TDPS and Screen/Surge shafts. The TDPS work includes construction of a multi-story building housing the main tunnel dewatering pumps and other supporting mechanical and electrical equipment, and instrumentation and control systems. The ECF includes a process treatment system, together with mechanical, electrical and instrumentation control equipment. New electrical service and piping connections to the existing Blue Plains Plant treatment systems, chlorination and dechlorination system, and rehabilitation of outfall piping to the Potomac River may also be included. The TDPS will pump captured storm water from the Blue Plains Tunnel, currently under construction, to the new ECF that will treat storm water and discharge through an outfall structure to the Potomac River. Based on evaluation of SOQ’s received, DC Water will shortlist the best-qualified respondents (Shortlisted Proposers) in accordance with criteria in the RFQ. DC Water will then issue a Request for Proposals (RFP) package to only the Shortlisted Proposers, inviting them to submit technical and price proposals. Selection of the Design-Builder will be based upon both technical and price criteria that will be specified in the future RFP. The Design-Build Contract resulting as part of this procurement process will be subject to Fair Share Objectives for Minority and Women Business Enterprises (MBE and WBE) in the amounts of 28 percent and 4 percent for professional services, and 32 percent and 6 percent for the construction, respectively. The program requirements are fully defined in the U.S. EPA’s Participation by Disadvantaged Business Enterprises in Procurement under EPA Financial Assistance Agreements – May 27, 2008. SOQs will be received from firms until 2:00 PM local time on Friday, June 29, 2012 at DC Water. SOQ and all required copies must be labeled and delivered in accordance with the RFQ document. A pre-SOQ submittal meeting will be held at DC Water’s COF building, 5000 Overlook Ave. SW, Washington, DC 20032 on Monday May 7, 2012, starting at 1:30 PM.
