The District of Columbia Water and Sewer Authority (DC Water), requests the submittal of qualifications statements and technical proposals for the performance of professional engineering and related services under the proposed agreement. The selected engineering firm, project team of engineering firms, or joint venture, will provide construction management services for the management of a construction program consisting of multiple construction contracts to rehabilitate and/or replace water and sewer pipelines, pumping stations, storage facilities and other miscellaneous infrastructure tasks.
The scope of work will include construction management and related engineering services including reviews during the design phase, assistance during the bidding phase, and management during the construction phase including office engineering, preparation and negotiation of change orders, resident engineering and inspection, quality assurance, material testing, claim management, and EPA grant closeouts, if applicable.
The agreement resulting from this procurement may be funded in part from the U.S. Environmental Protection Agency. Accordingly, the agreement will be subject to all pertinent Federal requirements. In accordance with these requirements, a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4% respectively has been established. The program requirements are fully defined in the EPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistance Agreements. A description of the work to be performed by each sub consultant should be included in the Qualification Statements and Technical Proposals. A copy of a valid MBE/WBE certificate, issued under any state’s minority, women’s or disadvantaged enterprise certification program in accordance with 40 CFR Part 33.240 shall be submitted with your submission for any such firm proposed as part of the team.

DC Water may consider making two Construction Management selections under this solicitation. The decision is at the sole discretion of DC Water.
