The District of Columbia Water and Sewer Authority (DC Water), requests the submittal of Qualifications Statements and Technical Proposals for the performance of professional engineering and related services under the proposed agreement EPMC 2E. It is anticipated that the selected engineering firm, team of engineering firms, or joint venture, will perform work pertaining to the planning, design, construction and operations of the water transmission and distribution system, including piping, pumping and storage. The services involve long range planning and implementation of the Water Facilities Plan and continual evaluation and monitoring of water distribution system requirements and priorities in support of the Capital Improvement Program (CIP).
Engineering services will be provided for five (5) years and will include managing the CIP for the water system, assisting with EPA grant funding applications, conducting infrastructure criticality, condition assessment and prioritization, performing concept and limited final designs, updating DC Water’s hydraulic model and GIS, evaluating operational practices related to water quality, pumping, valve operations, fire flow and pressures, and tracking of industry trends and new technologies. Services will also include contract estimating, project cost accounting and scheduling, engineering records documentation, engineering standards development, and preparation of A/E and construction documents.
The agreement resulting from this request for qualifications statements and technical proposal submissions will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the EPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistance Agreements, May 27, 2008.
Qualified firms are invited to attend a water program and contract briefing on Friday, October 25, 2013. Reservations are required by no later than 12 noon on Wednesday, October 23, 2013.
