Solicitation Description:

DC Water requests the submittal of a Statement of Qualifications (SOQ) for Construction in connection with Division Z – Poplar Point Pumping Station Replacement, a part of the DC Clean Rivers Project (DCCR) for control of Combined Sewer Overflows (CSO) to the Anacostia River.  Detailed information on the scope of work, procurement process, the required content of the SOQ, submittal requirements, and evaluation process are contained in the Request for Qualifications (RFQ) document. Firms wishing to submit SOQs should contact Ms. Kimberly Isom by e-mail at kimberly.isom@dcwater.com to obtain the RFQ document starting on December 23, 2013. Requests must refer to Contract No. 130090.

The Project will be constructed using an alternate project delivery method as authorized under the policy for Alternate Project delivery in Chapter 22 of the DC Water Procurement Manual, dated June 22, 2009 as amended. The Project will include construction of a new 55 MGD sewage pumping station, construction of approximately 2000 feet of 60” diameter diversion sewer pipeline using open cut and trenchless construction methods, construction of approximately 400 feet of 24” diameter sewer pipeline using trenchless methods, pumping station site amenities and associated ancillary work.  The proposed 60” and the proposed 24” pipeline each cross major highways in multiple locations.

A Pre-SOQ meeting for this project will be held at the Kellogg Conference Center at Gallaudet University, 800 Florida Avenue NE, Washington, DC 20002 in Ballroom A/B on Tuesday, January 21, 2014 from 1:00 to 3:00 PM.  Reservations – Space is limited and firms attending are limited to attendance of two (2) persons.  To make reservations, contact Ms. Kimberly Isom by e-mail at kimberly.isom@dcwater.com.  Reservations should be made no later than Monday, January 13, 2014.  Please include your name, firm name, firm address, phone number and email address.  

After review of the SOQs received, DC Water will shortlist a maximum of three most qualified teams in accordance with the evaluation criteria listed in the RFQ. DC Water will then provide a Request for Proposals (RFP) package to the shortlisted firms, who will be invited to submit a proposal. Award shall be made to the Bidder with the lowest responsible, responsive Bid.

The contract resulting from the RFP will be subject to Fair Share Objectives for Minority and Women Business Enterprises (MBE and WBE). MBE and WBE objectives for construction services are 32 percent and 6 percent, respectively. The program requirements are fully defined in the U.S. EPA’s Participation by Disadvantaged Business Enterprises in Procurement Under EPA Financial Assistance Agreements – May 25, 2008.

SOQs will be due on February 19, 2014 before 4:00 p.m. local time at DC Water to Ms. Kimberly Isom located on the 2nd floor of the Central Maintenance Facility (CMF) at the Blue Plains Advanced Wastewater Treatment Plant, 5000 Overlook Ave SW, Washington, DC 20032.
