The CIP in these Service Areas generally includes rehabilitation of local and major sewers, rehabilitation of sanitary and storm pumping stations, rehabilitation of special structures such as inflatable dams, diversion structures and outfalls. The selected Project Delivery Consultant (PDC) for Sewer Service Areas will work closely with the Program Management Consultant (PgMC) and other consultants/ contractors retained by DC Water and will support full integration of all work into a comprehensive program to be managed by the PgMC under direction from DC Water.
The Proposer shall assist DC Water with the implementation and completion of various capital improvement projects. Such services include engineering design, engineering services during construction, environmental studies, operations support, and other specialized services at the discretion of DC Water. Providing design services and engineering services during construction are principal tasks of this Agreement. Therefore, Proposers responding to this RFQ must have proven expertise and extensive experience in Civil, Structural, Electrical, Geotechnical, Environmental and Mechanical Engineering design, operation of wastewater systems and the ability to execute multiple concurrent design projects. During the course of the contract period, the PDC shall be fully responsible and accountable to various stakeholders
It is anticipated that the services to be provided pursuant to this solicitation may be required for up to seven years, from contract execution date (presumed to be Fall of 2016). DC Water anticipates the expected cost to be in the range of $10-20 million, inclusive of reimbursable costs. The initial contract period will be five years with two renewal periods, each to be exercised at the discretion of DC Water, of one year. DC Water reserves the right to commence, close, reduce or extend Proposer services at any time in response to changing needs. Award of this Contract may not guarantee the services of the sub-consultants for the full contract period. Sub-consultants may change based on the best interest of each of the assigned projects to the PDC.
The agreement resulting from this request for qualifications statements and technical proposal submissions will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively.
