Solicitation Title: Condition Assessment Of Large Diameter Water Mains and Major Sewers
Solicitation Description:

The District of Columbia Water and Sewer Authority (DC Water), requests the submittal of Statements of Qualifications and Technical Proposals (RFQ/P) from qualified contractors to provide pipeline inspection & condition assessment and other related services in the Combined, Sanitary Sewer, Stormwater and Water Service Areas of the Capital Improvement Program (CIP) in the District of Columbia and, to a limited extent, in the neighboring jurisdictions.

This RFQ/P seeks to retain the services of qualified pipeline inspection and condition assessment services contractor(s) under a Master Indefinite Delivery - Indefinite Quantity (IDIQ) contract to provide inspection and condition assessment, data analysis, and recommended renewal options for large diameter water mains, major gravity sewers and force mains in Washington, DC. DC Water intends to award multiple contracts, but this intent is not guaranteed. The selected contractors shall furnish all personnel, equipment, materials, supplies, and services required for the scope of services outlined in the RFQ/P. Task Orders will be issued for specific work to be performed against this master IDIQ Contract.

It is anticipated that the services to be provided pursuant to this solicitation may be required for up to five years, from contract execution date.  DC Water anticipates the expected cost not to exceed $15 million, inclusive of reimbursable costs.  DC Water reserves the right to commence, close, reduce or extend contractor’s services at any time in response to changing needs.

The agreement resulting from this request for qualification statements and technical proposals submissions will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the EPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistance Agreements, May 27, 2008.

A pre-bid meeting will be conducted on October 5, 2016 in the Central Maintenance Facility (CMF) Building 2nd Floor Conference Room A from 2:00 p.m. to 4:00 p.m. Interested bidders are encouraged to attend this informational meeting.

Qualification statement and Technical Proposals must be received by 2:00 PM on October 26, 2016.  Request must refer to DCFA #485-WSA.
