REQUEST FOR QUALIFICATIONS STATEMENTS AND TECHNICAL PROPOSALS
FOR DC CLEAN RIVERS PROJECT
The District of Columbia Water and Sewer Authority (DC Water) requests the submittal of Qualifications Statements and Technical Proposals (RFQ/P) for the performance of professional job training and placement assistance programs for Green Infrastructure (GI) construction, inspection and maintenance. The contract(s) will be implemented as part of DC Water’s Long Term Control Plan (LTCP) to control CSOs to the Anacostia and Potomac Rivers and Rock Creek, implemented through the DC Clean Rivers Project (DCCR).
Services will be renewable at DC Water’s discretion on an annual basis and may be extended for a maximum period of three (3) years. DC Water may consider making up to two selections under this solicitation. The decision for multiple agreements is at the sole discretion of DC Water.
The work resulting from this contract requires the proposer to utilize best efforts to maximize Certified Business Enterprise (CBE) participation with a goal that at least fifty percent (50%) of the dollar amount of the contract or procurement is contracted with or procured from CBEs. The work will also be subject to the District of Columbia and DC Water Memorandum of Agreement (May 2015) which stipulates a goal that 51% of all new hires for this work will be District residents.
