INDUSTRY OUTREACH AND REQUEST FOR COMBINED QUALIFICATIONS STATEMENTS AND TECHNICAL PROPOSALS (RFQ/RFP) MEETING
PROGRAM MANAGEMENT (PM) FOR PROFESSIONAL ENGINEERING SERVICES
An Industry Outreach Meeting for the DC Clean Rivers Project Agreement DCFA #493-WSA – Program Management for Professional Engineering Services will be held on Tuesday, December 5, 2017, from 10 AM to Noon at DC Water’s Central Operations Facility (on the Blue Plains Advanced Wastewater Treatment Plant site), 4th Floor Board Room; 5000 Overlook Avenue SW, Washington, D.C. 20032.
Background and Scope
DC Water is under a Consent Decree (CD) to implement the Long Term Control Plan (LTCP) to reduce Combined Sewer Overflow (CSO) discharges to the Anacostia and Potomac Rivers and Rock Creek.
For the past nine (9) years, DC Water has engaged a Program Consultants Organization (PCO) to assist in the implementation of its Consent Decree, also known as DC Clean Rivers (DCCR) Project. The PCO is comprised of a Program Manager (PM) and a General Consultant for Tunnels and Geotechnical Engineering (GCTGE) working in collaboration. The PM and the GCTGE different functions and expertise, but are teamed under the PM. Currently, the services of the PM and GCTGE are contracted under two different agreements. The PCO is assisting DC Water staff in the overall implementation of the LTCP.
For this contract, DC Water plans to combine the services of the existing PM and GCTGE under one agreement to provide all necessary resources and technical services for managing multiple planning, design, procurement, contracting, execution and oversight functions of the DCCR Project. The agreement will be for an initial term of five (5) years and may include options for the Authority to renew for up to an additional eight (8) years.
The Request for Combined Qualification Statements and Technical Proposals for this project is expected to be released on December 13, 2017. The Combined Qualifications Statements and Technical Proposals shall be submitted to DC Water no later than 2:00 pm (EST) on February 14, 2018.

DC Water anticipates that the contract for the services will be subject to a Fair Share Objective for Minority and Women Business Enterprise (MBE and WBE) participation of 28 percent and 4 percent, respectively, for professional services. The program requirements are defined in the U.S. EPA’s “Participation by Disadvantaged Business Enterprises in Procurement under EPA Financial Assistance Agreement – May 27, 2008.”
