Industry Outreach Meeting regarding future RFQ/RFP
Rehabilitation of Potomac Interceptor between MH31 and MH30
An industry outreach for the Department of Engineering and Technical Services (DETS) Rehabilitation of Potomac Interceptor between MH31 and MH30 Progressive Design Build project will be held on Tuesday, October 30, 2018 between 1:00 and 3:00 PM at DC Water’s Central Maintenance Facility (CMF) Room B, 2nd floor (on the Blue Plains Advanced Wastewater Treatment plant site), 5000 Overlook Avenue, SW, Washington, D.C. 20032. The outreach will be used to inform interested parties on the scope of work, schedule, prior investigations, and the progressive design build process.
BACKGROUND AND SCOPE
The Potomac Interceptor is a critical component of DC Water’s sewer system serving Loudoun and Fairfax counties in Virginia and Montgomery County, MD. Assessments of the PI have resulted in this project to rehabilitate defective pipe segments between and adjacent to Manhole 31 and 30 in Fairfax County. Work is likely to include:
- Maintenance of flow (35 to 60 MGD)
- Replacement of a 6-foot diameter, 35’ deep sewer manhole (MH-31).
- Temporary relocation and reinstatement of odor control at MH-31.
- Replacement/rehabilitation of approximately 150 lf of 78-inch RCP.
- Replacement of approximately 200 lf of 54-inch RCP and the installation of an energy reducing device.
- Rehabilitation of approximately 200 lf of 54-inch RCP.
A design builder will be selected for implementation of the work through a two-step process. An RFQ will be issued in the December 2018/January 2019 timeframe for interested design builders. Using the RFQ, a shortlist will be developed. Further design, site information, and evaluation criteria will be provided to the shortlisted design build teams to solicit RFPs. Prior to the RFP submittal, each team will be provided a confidential meeting with DC Water. After the RFP submittal, each team will interview with DC Water. DC Water is looking to have a design build team under contract by September/October 2019.

DC Water anticipates that the contract for the services will be subject to a Fair Share Objective for Minority and Women Owned Business Enterprise (MBE and WBE) participation. Further information on these objectives will be included in the RFQ.
