The District of Columbia Water and Sewer Authority (Authority) requests the submittal of combined Qualifications Statements and Technical Proposals for the performance of professional engineering and related services under the proposed agreement. The selected professional engineering firm, project team of professional engineering firms, or joint ventures, will provide professional engineering services such as consultation, investigation, facilitation, and evaluation of various process systems related to commissioning of processes, equipment, facilities, and utilities at the Wastewater Treatment Plant at Blue Plains and DC Water facilities throughout the District of Columbia.
Services are anticipated to include project management, service manual reviews/development, performance certifications, start-up assistance, document management assistance, maintenance management/job plan assistance, review of standard procedures, asset and parts integration, capital projects training coordination and review, and operability and maintainability evaluations at the Wastewater Treatment Plant at Blue Plains.
The agreement resulting from this request for qualifications statements and technical proposals may be funded in part by the United States Government. Accordingly, this agreement resulting from this request for qualifications statements and technical proposals will be subject to all pertinent Federal requirements, inclusive of the EPA Disadvantaged Business Enterprise (DBE) Program which revises US EPA’s Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) program. In accordance with the DBE requirements, a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively, has been established.
