The District of Columbia Water and Sewer Authority (DC Water) is soliciting Letters of Interest (LOI) from industry firms that may desire to participate in the DC Water Floodwall – Segment C Design Build Project at the DC Water Blue Plains Advanced Wastewater Treatment Plant (AWTP), Washington DC. The purpose of this request is to source the general market to judge and generate market interest in this project.
Floodwall Segment C project is partially funded through the Federal Emergency Management (FEMA) Pre-Disaster Flood Mitigation Program. Several similar future floodwall projects are anticipated, pending receipt of funding through the FEMA Pre-Disaster Flood Mitigation Program. A Fair Share Objective for Minority and Women’s Business Enterprises (M/WBEs) participation in this work of 32% and 6%, respectively, has been established. The contract requires bidders to conduct directed outreach to M/WBEs. FEMA financial assistance will be used to fund this contract. The design-build team will be required to comply with all applicable federal law, regulations, executive orders, FEMA policies, procedures, and directives. DC Water intends a one-step fixed price design build procurement consisting of a combined Request for Qualifications / Request for Proposal (RFQ/RFP) process.
