This project involves the design, permitting and construction of approximately 660 linear feet of 500-year floodwall to elevation 17.2 along the Potomac River within the boundaries of the Blue Plains Advanced Wastewater Treatment Plant.
A Non-Mandatory Pre-Proposal Conference will be conducted on July10, 2019. The Conference will begin at 10:00 a.m. and end at 11:00 a.m. in the Conference Room at DC Water’s Blue Plains Visitor Center located at 5000 Overlook Ave., SW, Washington, DC 20032. All attendees are required to make reservations for this Conference by submitting to firstname.lastname@example.org the name, title and firm name of the attendee(s), by 3:00 p.m. on July 8, 2019.
This project is funded in part by a Grant from the U. S. Federal Emergency Management Agency (FEMA). A Fair Share Objective for Minority and Women’s Business Enterprises (M/WBEs) participation in this work for design of 28% and 4% and for construction of 32% and 6%, respectively, has been established. Participation by M/WBEs at the 28%/4% and 32%/6% level for design and construction, respectively, is a contract goal. The contract requires Proposers to conduct directed outreach to M/WBEs. The program requirements are fully defined in USEPA’s “Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistant Agreements – May 27, 2008.” Please be aware that program participation requires M/WBEs are made aware of contracting opportunities to the fullest extent practicable through dedicated outreach and recruitment activities. That is, Proposers for DC Water contracts must make prescribed “good faith efforts” to ensure that M/WBEs receive a “fair share” of procurement opportunities funded by FEMA. For further guidance, please refer to 40 C.F.R.§ 33.301.
The Davis-Bacon wage determinations shall apply.
DC Water Owner Controlled Insurance Program will provide insurance.
Proposal documents are available at the DC Water’s Department of Engineering and Technical Services, 5000 Overlook Ave., SW, COF Building, 5th Floor, Washington, DC 20032. Documents can be shipped to Proposers providing a Federal Express account number.
The DC Water’s Advanced Wastewater Treatment Plant (AWTP) is a secured facility. Persons intending to pick-up Proposal Documents are to contact Senail Manley in the Department of Engineering and Technical Services for access authorization from DC Water’s AWTP Visitor Center.
