DC Water is seeking qualified Architectural and Engineering (A-E) design firms to provide professional services to establish and manage a Facilities Capital Program (FCP) process. The Facilities Capital Program will support the Facilities Department in planning and executing the Capital Improvement Plan (CIP) for all non-process and shared-use facilities in the Washington D.C. metro area.
The purpose of this RFI is to identify interest in the three RFPs that will be released consecutively over the next several months for the following functions: 1) Program Manager (one firm), 2) Design Consultant (2+ firms), 3) Construction Manager, which will collectively support the FCP process. With successful firms, DC Water is targeting entering into Indefinite Delivery Indefinite Quantity (IDIQ) contracts for a base term of three years with two one-year option terms.
As per the feedback we received during the outreach event held in December 2019, we understand that certain firms in the market are potentially interested in more than one of above functions. Therefore, we are conducting this RFI in order to better understand the market’s offerings in these areas. Contractors that respond to this RFI will help DC Water plan for adequate resources and finalize timing and logistics for the RFPs mentioned above. DC Water will then issue Requests for Proposal (RFPs) to the general public accordingly.
This RFI is only to indicate interest in intent to bid, and is non-binding. Your firm can change which areas it wishes to bid on for the actual RFPs.
