REQUEST FOR TECHNICAL PROPOSALS

PLANNING AND ENGINEERING SERVICES FOR THE SEWER SYSTEM
The District of Columbia Water and Sewer Authority (DC Water), requests the submittal of Technical Proposals (Proposals) from qualified firms to provide Planning and Engineering Services in the Sewer Service Areas portion of DC Water’s Capital Improvement Program (CIP). Detailed information on the scope of work, procurement process and required content of the Proposal, submittal requirements, and evaluation process are contained in the RFP document which is available to download from https://www.dcwater.com/procurement. Click on “Old Vendor Portal” and login and download the Request for Proposal (RFP) (Contract No. DCFA #508-WSA) and e-mail Narcisse Atchamou with the firm’s name and contact information upon downloading the RFP.
The Proposal must be received by DC Water not later than 2:00 PM on Wednesday, July 15, 2020.

A Pre-proposal conference will be held as detailed below:

This RFP seeks to retain the services of qualified firm(s) to provide expertise that DC Water does not currently possess and to efficiently support the development and implementation of the CIP in the Sewer Service Areas. The selected firm(s) shall provide a team with overarching responsibility for professional engineering, project management, and specialized technical services necessary to support the development, management and implementation of Sewer CIP projects.
The Sewer CIP generally includes assessment and rehabilitation of local sewers, interceptors & trunk sewers and appurtenances like inflatable dams, diversion structures, and manholes; and inspection and upgrade of pumping facilities. All projects and process changes shall be planned and coordinated with existing operations and must be in full compliance with all applicable environmental regulations.
The successful consultant shall assist DC Water with the overall development and management of projects within the Sewer Service Areas. Services are anticipated to include but not limited to; annual updates to the Sewer CIP, master/facilities planning, planning of CIP projects and review of sewer CIP project designs. The successful consultant may also be requested to provide engineering design, construction management and engineering services during construction as well as provide specialized services including; maintenance of the collection system hydraulic model, asset management, support of the enterprise GIS, and provide staffing and expertise to support DC Water’s operational units.
It is anticipated that the services to be provided pursuant to this solicitation may be required for up to five years, commencing end of 2020. The initial contract period will be three years with two renewal periods of one year each to be exercised at the discretion of DC Water. The agreement resulting from this request for technical proposal submissions will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively.
