Work under this Contract consists of furnishing all labor, services, materials, tools, insurance (to the extent that it is not provided by ROCIP), and equipment necessary for the removal of existing equipment and material, cleaning, rebuilding and installation of existing equipment, installation of new equipment and material, proper performance and completion of “RECLAIMED FINAL EFFLUENT PUMP SYSTEMS (RFEPS) UPGRADES” at various locations in Washington D.C. within a timely manner and as specified in strict accordance with the Drawings and/or Standard Detail Drawings, Specifications, and other Contract documents, per directions and to the satisfaction of the DC Water, and at the agreed prices.
The project work includes, but is not limited to, the following major items:
• Demolition of pumps, motors, piping, valves, and other equipment and piping in the work area.
• Install pipe supports and discharge piping for high and low pressure RFEPS, including flow meters, valves, and miscellaneous appurtenances.
• Modifications to the Filtration and Disinfection Facility (FADF) and return sludge gallery structures, included penetrations of concrete structures and modification to exterior access platforms.
• New 480V and 4160V variable frequency drives and controls for the high and low pressure RFEPS.
• New HVAC systems for the existing Electrical Buildings 10 and 11 and FADF pump room.
• New high and low pressure vertical turbine RFE pumps.
• Integration of new equipment into the existing Process Control System (PCS).
Estimated Contract cost: $8,000,000 - $11,000,000
Estimated Contract term: This project requires completion within 2.5 years.
This project may be funded in part by the U. S. Environmental Protection Agency (EPA). A Fair Share Objective for Minority and Women’s Business Enterprises (M/WBEs) participation in this work of 32% and 6%, respectively, has been established. Participation by M/WBEs at the 32% and 6% level, respectively, is a contract goal. The contract requires bidders to conduct directed outreach to M/WBEs. The program requirements are fully defined in USEPA’s “Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistant Agreements – May 27, 2008.” Please be aware that program participation requires M/WBEs are made aware of contracting opportunities to the fullest extent practicable through dedicated outreach and recruitment activities. That is, bidders for DC Water construction contracts must make prescribed “good faith efforts” to ensure that M/WBEs receive a “fair share” of procurement opportunities funded by EPA. Federal Davis-Bacon wage determinations shall apply.
