DC Water is soliciting bids for Invitation No. 190040: 66-Inch/72-Inch PCCP N Street.
Work under this Contract consists of all rehabilitation, including all labor, services, materials, tools, equipment and insurance (to the extent that it is not provided by ROCIP), necessary for the completion of "FT06: 66-Inch/72-Inch PCCP N Street” at various locations in Washington D.C. within a timely manner and hereinafter specified in strict accordance with the Drawings and/or Standard Detail Drawings, Specifications, and other Contract documents, per directions and to the satisfaction of the DC Water, and at the agreed prices.
The project work includes, but is not limited to, the following major items:
• Watermain shutdown, dewatering, and disinfection.
• Four (4) pipe segments of internal bonded CFRP repair on the existing 66-Inch to 72-Inch PCCP pipe.
• One (1) 66-Inch Butterfly Valve and replacement of approximately 50 feet of watermain.
• One (1) 2-Inch Air Release Valve.
Estimated Contract cost: $2,500,000 - $4,000,000
Estimated Contract term: This project requires completion within 363 calendar days.
This project may be funded in part by the U. S. Environmental Protection Agency (EPA). A Fair Share Objective for Minority and Women’s Business Enterprises (M/WBEs) participation in this work of 32% and 6%, respectively, has been established. Participation by M/WBEs at the 32% and 6% level, respectively, is a contract goal. The contract requires bidders to conduct directed outreach to M/WBEs. The program requirements are fully defined in USEPA’s “Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistant Agreements –May 27, 2008.” Please be aware that program participation requires M/WBEs are made aware of contracting opportunities to the fullest extent practicable through dedicated outreach and recruitment activities. That is, bidders for DC Water construction contracts must make prescribed “good faith efforts” to ensure that M/WBEs receive a “fair share” of procurement opportunities funded by EPA. The Davis-Bacon wage determinations shall apply.
DC Water Owner Controlled Insurance Program will provide insurance.
