Solicitation Description: The District of Columbia Water and Sewer Authority (Authority or WASA) requests the submittal of combined Qualifications Statements and Technical Proposals for the performance of professional engineering and related services under the proposed agreement. The selected firm will provide services as Program Manager in support of continuing implementation of the Authority’s Long Term Control Plan (LTCP) for control of CSOs to the Anacostia and Potomac Rivers and Rock Creek.
The general areas of service required by the Authority for the Program Manager are summarized as follows: • Program management; • Civil-sanitary and hydraulic engineering for planning, design and construction related to large size sewer systems constructed as tunnels and open-cut and; • Regulatory and environmental requirements related to LTCP programs. Concurrent with the request for Program Manager (PM) services, the Authority is also requesting combined qualifications statements and technical proposals for a General Consultant for Tunnels and Geotechnical Engineering (GCTGE). Services related to the GCTGE will be under Agreement DCFA # 421-WSA. The PM and the GCTGE will comprise the Program Consultants organization for the continuing implementation of the LTCP. The Authority anticipates that any agreement resulting from this request for qualifications statements and technical proposals will be subject to a Fair Share Objective for Minority and Women Business Enterprises (MBE and WBE) participation. The program requirements are fully defined in the USEPA’s “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements – 6010, 1997 Edition”. The MBE and WBE participation anticipated by the Authority will, as a minimum, be 28 percent and 4 percent, respectively.
